Software Asset Management

The Department of Public Expenditure & Reform has established a national framework for the supply of Software Asset Management services to non-commercial public sector bodies.

Software Asset Management involves managing and optimising the purchase, deployment, and support and maintenance of software applications and licences within an organisation.  Proper Software Asset Management should also ensure compliancy in accordance with any third party licence agreements.

The major features of the framework are:

  • Centralised contract management and monitoring of vendor performance
  • Lowest Price guarantee

The purpose of the framework is to seek to ensure the type and cost of software licence usage and the cost of associated annual maintenance & support on those licences is necessary and appropriate to the infrastructure and business needs of the organisation.   While seeking to minimise costs in this area, organisations availing of services under this framework must remain compliant regarding their licence usage.  As a result of using the framework organisations should be able to satisfy themselves that their existing software management procedures follow current best practice in ensuring, that:

  • Only lawfully acquired software is in use;
  • Investment in software is optimised;
  • Only costs necessary and appropriate for licensing and support are incurred;
  • Public bodies are properly prepared for audits.

Duration

The framework is for a period of two years: 1st September 2011 to 30th August 2013. The framework can be extended by two further one (1) year periods at the sole discretion of the Department of Public Expenditure & Reform.

Scope of Services

Organisations may have a number of requirements in relation to the licensing of the software they use, e.g. they may need to analyse some or all of the licence estate, a particular product from a software company or all products from a particular software company.  For this reason the framework allows organisations to seek software asset management services under the following three lots:

How to buy services

To buy services through the framework, a Customer must seek a quote from each of the vendors qualified under the specific lot for the service they require. This process is called a mini-competition. Public Bodies will need to carefully assess their own needs and set out their requirements in the mini-competition to select a suitable vendor.

Request For Quotes (RFQ) templates have been developed in which customers can set out each of the main headings of the services available under which you can specify your particular requirements. It will be important to provide sufficient information for the vendors to come back with meaningful quotes that will allow you to evaluate them accordingly to the nature and scope the services you require.

Contracting Authority

The Department of Public Expenditure & Reform is the Contracting Authority which established this Framework. The Contracting Authority has ensured that the framework has been established in full compliance with EU Directive 2004/18/EC (as implemented by SI 329 of 2006) and relevant EU and National Laws.

Contract Management Team

A Contract Management Team has been appointed by the Department of Public Expenditure & Reform. Information and advice is provided to the customers and vendors on the operation of the framework through this service as well as mechanisms for the resolution, and where necessary, the escalation of disputes.
